The opportunity is broader than aerial drones. It includes uncrewed and autonomous systems across air, land, surface and underwater domains, as well as counter-UxS, communications, integration, testing, training and experimentation. Canada's Defence Industrial Strategy: The Actual Framework
Released in February 2026, the DIS sets a government-wide direction for building Canadian defence capacity, accelerating procurement and strengthening domestic supply chains. It is supported by an initial $6.6 billion over five years from Budget 2025.
Renew the Relationship with Industry
Canada intends to provide clearer demand signals, earlier engagement, faster security-accreditation processes and better navigation support for Canadian firms, particularly small and mid-sized businesses.
Procure Through Build–Partner–Buy
The framework prioritizes building in Canada where feasible, partnering with trusted allies when joint development is advantageous, and buying from allies when building or partnering is not practical.
Invest Purposefully in Innovation
The strategy emphasizes defence R&D, intellectual-property ownership and access, commercialization, workforce development and export support. Individual funding terms still depend on the applicable program or solicitation.
Secure Critical Supply Chains
Canada plans to strengthen domestic supply chains, protect sensitive technology and reduce dependencies involving critical minerals, materials, components and other inputs needed for defence readiness.
Work with Domestic, Northern and Arctic Partners
The DIS calls for coordination with provinces, territories, Indigenous communities and other domestic partners, with specific attention to defence requirements and investment in Canada's North and Arctic.
Defence Investment Agency

What the Defence Drone Initiative Actually Is
The DDI is led collaboratively by National Defence and the Defence Investment Agency. Its published procurement mechanism is a competitive Request for Supply Arrangement that will create a pool of qualified Canadian suppliers.
Move Relevant Technology Toward Operations
The initiative is intended to accelerate development, testing, adaptation and production of uncrewed and autonomous systems for the Canadian Armed Forces and Canadian Coast Guard.
A Pre-Qualified Marketplace
Applicants are evaluated against the RFSA. Qualification may allow a supplier to compete for future research, prototyping, testing, demonstrations, limited acquisitions or production opportunities.

A strong submission should be based on the RFSA's formal requirements. The following checklist is a practical preparation framework, not a substitute for the solicitation documents or professional legal advice.
Confirm Your Bidding Access
Confirm that the legal entity, supplier information and bidding account needed to access and submit through the official CanadaBuys/SAP process are active and accurate.
Map Evidence to the RFSA
Identify the exact marketplace categories and use cases your organization supports. Avoid generic claims; connect each capability to a requirement and verifiable evidence.
Build a Defensible Data Package
Prepare test reports, demonstration results, maturity evidence, safety data, configuration control, interface documentation, production readiness and relevant operator feedback.
Document Security Readiness
Prepare ownership and control information, cybersecurity practices, supply-chain provenance, personnel considerations and sensitive-technology sourcing. Actual clearance levels depend on the procurement or contract.
Know What Canada Can Access and Sustain
Document ownership, licensing, export constraints, source-code or technical-data access where applicable, key foreign dependencies, Canadian content, production capacity and sustainment plans.
Confirm Which Rules Apply
Assess controlled goods, export controls, security requirements, airworthiness, spectrum, transport and operational approvals for the proposed activity. Requirements vary by system, operator, test environment and solicitation.
Security clearances: an eligible organization must be sponsored for screening through PSPC's Contract Security Program. A supplier generally cannot obtain a facility clearance speculatively without an eligible sponsorship basis. Do not promise a standard 6–12 month processing time; timing depends on the requirement and complexity.
Related Programs—Separate from the DDI Marketplace
Canada's defence innovation ecosystem includes other programs and infrastructure. They can complement the DDI, but their funding, eligibility and procurement mechanisms should not be presented as DDI streams.

The National Research Council Drone Innovation Hub is a separate initiative focused on drone, counter-drone and autonomous-flight research, development, testing and qualification.
JUSTAS Is Not a Future DDI Contract
Canada awarded a $2.49-billion RPAS acquisition in December 2023 involving General Atomics and eleven aircraft. The former JUSTAS requirement should not be described as an upcoming DDI Marketplace opportunity.

What is the difference between the DIS and the DDI?
The Defence Industrial Strategy is Canada's overarching framework for strengthening the defence industrial base. An eligible organization must be sponsored for screening by an approved source under PSPC's Contract Security Program. Suppliers should understand the process and prepare accurate ownership and personnel information, but should not assume they can independently obtain a clearance without a valid sponsorship basis.
Do Transport Canada rules always apply to defence RPAS work?
No single rule applies to every activity. Civilian contractor flights may be subject to the Canadian Aviation Regulations and related authorizations. Military aircraft operated under National Defence authority are governed through the DND/CAF airworthiness and operational framework. Confirm the applicable authority, operator and test environment for each project.
